CONOPs manifest in many forms, vary in scope, are applicable to strategic or tactical situations, and are used by a multitude of large scale institutions including the military and government agencies. They may describe characteristics of a specific materiel solution that will function in support of the missions, visions, and goals of a given organization or they may describe the means by which available resources- technological or organizational- will be used to achieve a desired end state.
