Thomas J. Benjamin is Senior Vice President and Chief Operating Officer of ANSER, Analytic Services Inc., headquartered in Arlington, VA. Mr. Benjamin has consulted on several projects for ANSER and the Homeland Security Institute. He also advised the National Aeronautics and Space Administration (NASA) on its creation of a non-profit venture capital initiative, Red Planet Capital. He is a graduate of the University of Notre Dame (B.A.), the University of Illinois College of Law (J.D.), and the University of Virginia Darden School of Business (M.B.A.).

Mr. Benjamin previously served in a number of legal and executive positions at the Central Intelligence Agency from 1985 to 2005, including Deputy Director for Legislation and Deputy General Counsel. He was a key member of the government/private sector team that established In-Q-Tel, Inc., an award-winning non-profit corporation chartered to apply innovative technology to the challenges of national security. During his last assignment at CIA, Mr. Benjamin served concurrently as Director of the In-Q-Tel program and Deputy Director of the Office of Advanced Technologies and Programs. He was appointed to the Senior Intelligence Service in 1994, was selected as an Intelligence Fellow, Class of 1995, and was awarded the Distinguished Career Intelligence Medal in 2005.

Mr. Benjamin retired from the US Army Reserve, Judge Advocate General’s Corps, after 27 years of service. He is a former member of the Board of Directors of Northwest Federal Credit Union and previously served on the Intelligence Committee of the Armed Forces Communications and Electronics Association (AFCEA). He currently serves on the Council for Innovative Technology, Intelligence and National Security Alliance (INSA), and is a member of INSA, AFCEA and the Association of the U.S. Army.
