
Dr. Chang, an internationally renowned expert in atmospheric transport and dispersion (ATD) modeling, serves in the Homeland Security Studies and Analysis Institute (HSSAI). Dr. Chang is also a Senior Advisor for the Interagency Modeling and Atmospheric Assessment Center helping to guide its development. Recently, he developed a quantitative model to estimate the annual flow of illegal migrants across the southwestern border and the associated probability of apprehension. Previously, Dr. Chang has applied his first-in-class ATD expertise to several environmental issues including the meteorological dispersion modeling efforts for causes of Gulf War Illness. Additionally, he served as a board member to the American Meteorological Society Committee on Meteorological Aspects of Air Pollution.
Dr. Chang received his bachelor’s in atmospheric sciences from National Taiwan University, a master’s degree in meteorology from the Massachusetts Institute of Technology, and a doctorate in computational sciences and informatics from George Mason University. His extensive environmental consulting experience coupled with a sterling technical reputation in the dispersion modeling discipline make him an indispensible asset to the corporation’s duty to help decision makers address complex issues.
