ANSER Announces Appointment of New President and Chief Executive Officer

 

Falls Church, VA (November 13, 2015) – ANSER is pleased to announce the appointment of Carmen Spencer as President and Chief Executive Officer, succeeding Interim CEO Ron Cuneo who returns to his position as Chairman of the ANSER Board of Trustees.

Mr. Spencer brings a wealth of experience garnered from his commitment to national defense, starting with a 28-year career as an Army Officer with assignments in the Office of the Secretary of Defense and Department of the Army Headquarters; and as Commander, US Army Chemical Demilitarization Activity on Johnston Atoll in the Pacific and the Pueblo Chemical Weapons Depot in Colorado.  Mr. Spencer has also served as Director of the Chemical and Biological Defense Directorate at the Defense Threat Reduction Agency and as Deputy Assistant Secretary of the Army for Acquisition, Logistics and Technology.  Mr. Spencer completed his Government service in October 2015 as the Joint Program Executive Officer for Chemical and Biological Defense where he provided acquisition management and professional leadership on complex matters related to joint service chemical and biological defense acquisition programs.

Mr. Spencer’s private sector accomplishments include eight years at Bechtel National, Incorporated serving as President and General Manager, Kwajalein Range Services, LLC and Vice President of Marketing and Business Development.

CEO Ron Cuneo praised Carmen Spencer’s commitment to public service and said that “ANSER is fortunate to have a CEO with such tested leadership experience, having served as Director of the Chemical and Biological Defense Directorate at DTRA and as the Joint Program Executive Officer for Chemical and Biological Defense.” Mr. Spencer has said that “his passion is people” and that “he looks forward to growing ANSER’s business in the national security and homeland security realms and forging new lines of business in the broader policy communities.”
