
As Vice President for Joint Operations, Karl Semancik leads the operations of six divisions providing professional services for clients that focus on the activities where government entities must work together to address national security challenges through the implementation of common and intersecting functions. Joint Operations supports the challenging domains of homeland defense, the global war on terrorism, forensics, and combating weapons of mass destruction (WMD), all of which are closely interrelated and stimulate requirements for joint operations strategic planning and analyses. He joined Analytic Services in 2007, when he assumed leadership of the Homeland Defense Division and the Joint Operations mission area. Due to his success leading this critical mission area, he was promoted to Vice President, Joint Operations, in November 2010.
Mr. Semancik leads a multidisciplinary team of policy, operations, technical, and research analysts and manages projects supporting the Office of the Secretary of Defense, Joint Staff, combatant commands, Air Force, Army, Marine Corps, National Guard, and state government functions. He is an experienced business and technical manager, adept business developer, and military professional. He has wide-ranging experience in all aspects of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) defense and countermeasures, is an experienced program manager, and has been a senior executive leader both as an active military officer in DoD and as a corporate executive in the competitive business landscape. His technical experience includes strategy development; joint military operations; management of WMD conventional weapons elimination programs; Planning, Programming, Budgeting, and Execution Systems formulation; development of training programs; and CBRNE defense program implementation, both within the military and for homeland security. Internationally he has managed specific programs in numerous post-conflict situations and is experienced in international negotiations at senior governmental levels.
After completing his military career, Mr. Semancik held a succession of leadership positions in the private sector. He was Program Manager with Raytheon Technical Services Corporation for the Weapons of Mass Destruction Disposition Program in support of the Defense Threat Reduction Agency, in which he was responsible for developing, planning, and successfully completing a comprehensive WMD Disposition Program that mobilized and deployed over 50 personnel to Iraq to support radiological materiel disposition and de-fueling of Iraqi surface-to-air missiles. Upon his return from Iraq, he served as program manager, Vice President for Operations, and President and CEO of the global security enterprise ArmorGroup North America.
Prior to his military retirement, Mr. Semancik served with distinction as the Director of Chemical and Biological (CB) Defense research, development, and acquisition programs within DoD, with oversight of a budget in excess of $1.3 billion annually. He provided strategic and executive guidance for all aspects of the program and expanded it to include all CB defense aspects of homeland security.
Mr. Semancik served in a variety of challenging command and staff assignments over a 26-year career in the U.S. Army, including Senior Chemical Officer in the European Theater and principal advisor to the Commanding General, U.S. Army Europe, on all aspects of nuclear, chemical, and biological defense operations; NATO’s principal military advisor for all aspects of nuclear, chemical, and biological defense and counter-proliferation of WMD programs; Division Chemical Officer and Deputy G-3 of a light infantry division, and senior military advisor to the Secretary of the Army for all aspects of chemical and biological research and development programs.
Mr. Semancik holds a bachelor of science degree in pharmacy from the Philadelphia College of Pharmacy and a master of business development degree in international business from the George Washington University. He is a graduate of the Defense Systems Management College, the U.S. Army Command and Staff College, the Air Command and Staff College, and the Armed Forces Staff College.
