Contracting with the Homeland Security FFRDC

The Homeland Security Studies and Analysis Institute (HSSAI) is a federally funded research and development center (FFRDC) operating under an indefinite delivery, indefinite quantity contract vehicle between the Department of Homeland Security (DHS) and ANSER. 

HSSAI’s primary sponsor is the Under Secretary for Science and Technology, but we provide support to all elements of DHS. By charter, we are also allowed to provide homeland security-focused support to organizations in the homeland security enterprise, including other federal government agencies, state and local governments, and nonprofit/nongovernmental organizations. Tasks must be consistent with our mission, legislative purpose, and capabilities. Detailed policies and procedures can be found in DHS Management Directive 143-04. SMALL BUSINESS PROGRAM

Small businesses are an integral part of our economy and a critical determinant of our country’s ability to innovate. ANSER recognizes that small businesses provide employment, income, and other immeasurable benefits to their communities. ANSER continuously searches for appropriate partners, utilizing targeted outreach to the Small Business Administration’s business opportunities webpage and other pertinent small business associations. ANSER participates in the Department of the Army’s Office of Small Business Programs in the Small Business Mentor-Protégé Partnership (MPP).
