Position Summary:
Analytic Services, Inc. (ANSER) is seeking a Chemical and Biological Weapons Elimination (CBWE) Program Analyst to work in support of the Office of the Deputy Assistant Secretary of Defense for Chemical, Biological, Radiological, and Nuclear Defense (ODASD(CBRND)). In this key role, you will provide support focused on developing solutions and engaging with partners to enable the elimination of chemical and biological weapons, regardless of the quantity, location, or security environment. This work affords numerous opportunities for stakeholder engagement with partners across the mission space, including the Special Operations Forces (SOF) community, defense agencies, and the Intelligence Community, as well as with interagency, international and industry partners.
This position can support a hybrid work schedule with 3-4 days per week onsite and 1-2 days per week worked remotely.
Day to Day Responsibilities:
- Serve as an action officer by performing research and analyses, preparing for and shaping stakeholder engagements, coordinating with project management offices and others to facilitate effective portfolio management and oversight, and executing associated administrative tasks.
- Assist in evaluating project proposals; prepare internal business process documents; engage key stakeholders to monitor, track, and assess project cost, schedule, and performance; arrange and participate in periodic project reviews.
- Engage in inter-Departmental and interagency forums focused on countering weapons of mass destruction (WMD) strategy, priorities, policies, assessments, and activities.
- Assist in development of future year budget profiles; draft input to budget narratives; and advise the ODASD(CBRND) on spend plans.
- Develop/update/revise programmatic briefings for senior leaders, congressional staff; and draft input to congressional testimony, talking points, and other senior leader speeches.
- Support evaluation of threats, identification of gaps and potential solutions, and the development of an investment strategy that ensures long-term access to innovative technical solutions and trained operators, and the ability to execute required support functions for the recovery of chemical warfare material.
- Support the management of requirements collection, validation, and prioritization to inform the planning, programming, budgeting, and execution process. Evaluate, integrate, and synchronize DoD’s capabilities to address and potentially eliminate current and future foreign chemical and biological weapons and materials of concern.
- Assist in the review and technical and analytical assessments on the integration of U.S. material solutions and overall capabilities to eliminate foreign chemical and biological weapons and materials of concern.
- Assist in facilitating/coordinating all research, engagements, strategies, and reviews to ensure effective and efficient execution of the foreign chemical and biological elimination tasks.
- Assist in maintaining a resource investment strategy to inform Office of the Secretary of Defense leadership decisions on material investments needed to ensure DoD is optimally positioned to address and potentially eliminate current and future foreign chemical and biological weapons threats.
Required Qualifications:
- Possess an active Secret security clearance.
- Bachelor’s degree in finance, accounting, engineering, technical, management, or related discipline.
- Eight (8) years of DoD experience in a staff environment performing action officer duties, program analysis and documentation, risk analysis, project planning and scheduling, process improvement, finance and accounting, technology planning, and/or cost estimation.
Preferred Qualifications:
- Possess an active Top Secret or TS/SCI security clearance.
- Prior experience supporting CBWE efforts.
- Pentagon Action Officer experience.
